I have a bike in france that seems very similar of your, specially the frame. The wheel are also painted in black with the same design than the frame.

however, it has been restored and some parts are not from the origin.

Small size Gazelle 55 cm high? Import or holliday bike from some Dutchy's?
Late 50's or early 60 bike if the mudgards are original. Can You give me the frame number? So I can look it up in the by "fietser" produced data about serial numbers. Nice bike.
